Cilia is an organelle (hair-like organ in its simplest form). Every cell has them. Lungs, kidneys, optical nerve, etc. have them. They are everywhere. Ganglion simply means a network/mass of cilia for a specific function. Chick embryotic cilia is just that. Cilia extracted/cut out of a embryonic stem cell (not any cell) and given conditions where it can grow (in a petri dish) but it dies fairly soon after that. If they could make it survive, the hope is; they could do the transplant say inside the retina and restore person's sight. Lot of research, not much success
